While this DVD will happily play in almost any computer, the DVD players themselves in various countries are sensitive to format.  PAL format is used for Australia, New Zealand, United Kingdom, many European countries (but not France), South Africa, South America etc.  If you are unsure which format your country officially uses, please check online using google - there are some excellent sites explaining the issues.  Please also check the manual for your DVD player itself, as its origin will determine what factory settings it has.
